In the year he was aimed at the Kuibyshevsky synthetic alcohol plant, where he began the engine engineer, and after 10 years he became the director of the plant.

And he asked them about one favor - so that in agreements on the sale of their products to other regions they included a clause that the buyer supplies a certain set of food to the Samara region.

This was called the "regional order." A month later, food products began to appear on the shelves. The excitement was shot down. You can give another example. The leadership of the Samara Luka National Park appealed to the regional council in order to resolve the issue of closing existing quarries for limestone in Zhigulevsk. Viktor Alexandrovich said that at first he should go through everything with his feet and see everything.

The deputy landing was visited by the Zhigulevsky reservation, at the Zhigulevsky plant building materials, where cement was produced from the mined crushed stone. They climbed the Zhigulevsky mountains to evaluate the scale of development. As a result, a balanced decision was made: enterprises made it possible to work for at least 10 years, during which they are required to carry out the reclamation of the worked out sections of the mountains.

A lot more interesting things were. I can judge this not in time, but as a real participant in those events as a deputy of the regional council, representing Togliatti voters. Events took place not only in Moscow, but also in Samara, where the headquarters of the Volga Military District was located.

He screamed at the general loudly, was heard in the reception. Makashov obeyed. Yeltsin did not particularly delve into the situation in the regions and, by his decree, removed Viktor Tarkhov from the post of chairman of the regional executive committee.

Yeltsin could not remove him from the post of chairman of the regional council. In addition, he demanded to initiate a criminal case against Tarkhov. But after a couple of months, it was closed due to the lack of corpus delicti. The new leader was Konstantin Titov. In the same year, Viktor Tarkhov ran for the governors of the Samara region, but became the second after Konstantin Titov. And after all, the irony of fate: Titov had to leave the governors after Viktor Tarkhov won the mayor of Samara in the “Opposition” year. But before that, he managed to elect a deputy of the Samara Provincial Duma of the third convocation.

Then there were only 26 people in the Gubdum, including mayors of the cities of Togliatti, Zhigulevsk, Syzran. The time was difficult, the passions were boiling serious. A special stage in life is a year. Many associated his success with the fact that the townspeople were simply tired of the former mayor of George Limansky. However, few will doubt that Victor Tarkhov had a special charisma, he knew how to talk with people, felt them, not to mention a business grip.
