He graduated from the Law Faculty of St. Petersburg University with a diploma on the “colony for minor offenders” during the civil war with his family left Petrograd to the Smolensk province, where he worked as a rural school teacher. Among his students was then the future writer A. to G. transferred Tif and because of this almost completely lost sight.
Despite this, thanks to his willpower, he worked as a teacher in a rural school for another three years. Kovalenko becomes the head of the school for the blind in Smolensk. He managed not only to restore school and make it one of the best in the country, but also carried out scientific work to search for the most effective methods of teaching blind and visually impaired. Even then, he came to the conclusion that the goals and objectives of the formation of the blind are the same as that of the sighted.
But for the success of working with them, a certain change in the technique of conducting, appropriate equipment and visual aids are required. At the initiative of B. Kovalenko in Smolensk, an experiment was carried out to organize joint, inclusive, training and education of blind and sighted children, first in kindergarten, and then from grade 5 at the school. And yet, despite the positive results, the teacher categorically objected to the abandonment of special schools.
Moreover, he considered it necessary to create schools for visually impaired children. In e gg. Kovalenko they were open. Kovalenko attached great importance to the preschool education of blind children. At his insistence, specialized kindergartens are opened in Moscow and Leningrad. They later appeared in other cities.
He organized at the Department of Tiflopedagogiki a methodological bureau for supporting the training of the blind in technical schools and universities of Leningrad. The name of B. Kovalenko is associated with the emergence of an adult rehabilitation system in our country who have lost their eyesight. Together with a group of teachers, he is engaged in preparing for the work of warriors who have lost their vision, followed by their employment.

During the Great Patriotic War, the boarding school continued to work for the military-handed people, and the Tiflopedagogue teachers, using the Kovalenko methodology, organized a “school on wheels” and taught the blind wounded in blockade hospitals. During the war, B. Kovalenko was evacuated from Leningrad to Perm, where he created the famous courses for the training of blinded troops and published a methodology for the return of adults of the blind to his working life.
In the same year, the “Primary School Program” and “Programs for Blind degenerations” developed with his participation. The latter was especially relevant at that time: schools for blind children in the occupied territories were closed, moreover, many children who lost their vision due to wounds appeared. The scientist is working on a new problem - teaching blind children with difficulties in mental and mental development. However, in the city, he was forced to leave the institute in connection with the most severe disease.
