Today we hold a second joint meeting at which we will discuss the socio-economic development of the Bryansk region and the implementation of agreements between the Bryansk and Penza regions.
The special status of our current meeting is given by the presence of the Deputy Plenipotentiary of the President in the Central Federal District of Alexander Dmitrievich Beglov Olga Kuzminichny ATYUKOVA. This suggests that today the leadership of our country pays great attention to the development of the regions. Russian President Vladimir Vladimirovich Putin, turning to the Federal Assembly in his message, said: “The meaning of our entire policy is the savings of people, the multiplication of human capital as the main wealth of Russia.
Therefore, our efforts are aimed at supporting traditional values and family, at demographic programs, improving ecology, human health, development of education and culture. ” And interdepartmental interaction, the exchange of best practices - this is the ways to implement the strategy of state regional policy. In December last year, the delegation of the Bryansk region visited Penza.
And then many asked me the question: why Penza region? This is another federal district, other climatic and geographical conditions, other soil ... Frankly, for me, much has become a pleasant discovery then. And after our visit, we all became convinced that the Penza region is a region with advanced experience in the implementation of social, economic, agrarian, industrial and cultural regional policy.
The main goal of our visit was to study all the best that is in the Penza region, and to implement the most advanced practices in our region. According to the results of the business visit, an agreement on cooperation between our regions was signed. I have repeatedly said that there is no need to invent a bicycle. If other Russian regions have a useful experience for us, it needs to be taken and used in yourself.
We need to ensure a qualitative leap in the economy by introducing innovative technologies, attracting investments and creating new industries. And this, in turn, will pull the social sphere, improve the welfare of the population. As part of the agreement between our regions, the Bryansk region this year was already visited by the Penza delegation, headed by the Minister of Agriculture of the Penza Region.
As part of the visit, the head of the agrarian department visited the Bryanskselmash enterprise, where the cooperation agreement was signed. The parties agreed on the provision of agricultural producers of the Penza region of modern, efficient, high-performance grain and forage equipment, organizing demonstration of energy-saturated grain and forage harvesters “Desna-Polezhey” on the territory of the Penza region in the context of real use.
Our company LLC “OKB for heat generators” manufactured, put into operation and maintains grain -drying complexes of its own production at 12 enterprises of the agricultural complex of the Penza region. The ties between the Bryansk and Penza regions develop in various directions, and one of them is healthcare. Our department studied in detail the best practices of his colleagues.
And already today we have been taking measures to centralize the ambulance service to improve its quality and accessibility, as well as the enlargement of medical organizations for the rational use of material and personnel resources. When we visited the Penza region last year and looked at how the ambulance service works, where there are fewer machines than ours, and an area of 40 percent more.
That is, you can invent a bicycle, or you can just take the experience of the Penza region, see how their logistics are arranged, how they use medical transport, how emergency teams work, and apply this experience with us. So, Ivan Alexandrovich, your experience is already used on Bryansk land.Perennial fruitful professional cooperation is connected by regional libraries of our regions.
Specialists of the Bryansk Regional Scientific Library named after Fedor Ivanovich Tyutchev are regular participants in the annual round table dedicated to the work of regional libraries in modern conditions. It is held on the basis of the Penza Regional Library named after Mikhail Yuryevich Lermontov. In addition, specialists of the cultural and art of the Penza region take an active part in international cultural projects, which are held in the Bryansk region.
Fruise relations develop in the field of education. The experience of the Penza Governor's Lyceum, which was transferred to the sphere of additional education, was useful to us. And more recently, our Bryansk Regional Palace of Children and Youth Creativity named after Yuri Alekseevich Gagarin was awarded the title of Governor. In conclusion, I want to note that our regions are developing dynamically and sustainably.
And, despite the distance almost kilometers that share our regions, unites us much more. We live in one great country, in Russia. In the country that is our homeland! We have a common story, common traditions, common military and labor exploits of our ancestors. But most importantly, we have one common goal - to ensure a worthy future to our young generation.
And this means that today we all must carefully store the values that we have, develop the economy of our regions, improve the quality of life in order to increase the main thing - human capital, our main property. I want to thank you, dear Olga Kuzminichna, that you are present at such an important event for the Bryansk region, and assure you that we will continue to fulfill our obligations and make a significant contribution to the economy of our country.
Dear Ivan Alexandrovich! From the moment of our visit to your region has passed for almost a year, but we still carefully study and analyze the successes and achievements of the Penza region in various fields of activity. They have a single goal - improving the quality of life of citizens. They go to this worthy. The control is all presidential instructions. What is mostly interested in residents? This is their own income, their own well -being. And we have an increase in wages in both regions and a decrease in crime, including children's. Children need to be taken from the streets, imprisoned sports, they need to be entered competently into the economy, you need to give a worthy future.
These both tasks fulfill the regions. Performed with dignity. In some directions, it is better, some worse, but both regions go to the goal. Thank you for sharing this experience that you have in the region. Because if there are strong neighbors nearby, then you will be successful. I wish you to work together both today and in the future. We entered into an agreement on cooperation in December last year. Our ministers communicate with each other. This is done in order to adopt the best practices. We monitor the development of the Bryansk region, we see how the Bryansk region successfully develops in the field of agriculture, showing high results and in cleaning grain, grainobum, and potatoes. We have no such potato achievements.
We collect three times less, although over the past two years we have shown an increase in yield. The idea of how to raise yields was told by the Bryansk governor Alexander Vasilievich Bogomaz. He told me that for this we need to pull the weak guys. I arrived in the region, thought and began to implement this project. Thanks to this, we managed to raise the average grain yield. If it was 25 centners per hectare, then as a result of active work with all agricultural producers, including the weak, we managed to increase the yield to 30 centners per hectare.
And last year we collected 2 million tons of grain, 2 million tons of beets. This is a good harvest for our region. And we went further: I talked to Alexander Vasilyevich, the Minister of Agriculture with your director of the Department of Agriculture. This year we go by 2.5 million tons of grain. This is a good result! We understand that we need to develop further.
In terms of business density in agriculture, the Bryansk region bypasses the Penza region. You have the best indicators for the volume of meat production. You produce about thousands of tons.
