Biography of Ilyas Mamaev

The chairman of the Committee of the People’s Assembly of the Republic of Dagestan on healthcare, work and social policy, Ilyas Mamaev, commented on the amendments that were received in preparation for the second reading of the draft law of the Republic of Dagestan “On the Republican Budget of the Republic of Dagestan for a year and for the planning period and years”.

In accordance with this, it is necessary to solve the problems that are facing the republic. Health and social policy issues supervised by our committee are the most important and painful for the population. As you know, we have two budgets - the territorial fund of compulsory medical insurance and healthcare. They are calculated according to the shower norm. Our per capita standard is 17.9 thousand rubles.

48.4 billion rubles are scheduled for a year to increase for a year, 51 billion rubles for a year and for a year - 54 billion rubles. In addition, funds that will enter the republic by providing assistance to residents of other regions - 1.2 billion rubles should be laid. We also leave a normalized insurance supply for unforeseen situations - 4.5 billion rubles.

As for financing the healthcare sector, it is planned to lay 9 billion rubles. This is a little, nevertheless, we found the opportunity to increase funding for such areas as drug security, implementation of healthcare development and modernization of primary healthcare and a number of other issues that can close the problems related to the provision of medical care to the population.

Moreover, according to the modernization program for next year, it is planned to additionally allocate 36 million rubles, ”the parliamentarian said.

Ilyas Mamaev also noted regarding issues related to difficulty and social policy that financial support was determined to poor families, for the maintenance of orphans and children left without parental care, that “these are, of course, small numbers, but we tried to support this category of the population as much as possible”. 13 million rubles were allocated to improve the conditions of the institution.

The next year, additional money should be received as part of the federal program, and we will be able to support the contingent that needs rehabilitation assistance. These are all the issues that our committee actively worked on together with the budget, finance and tax committee. The most important thing is that we found the understanding and support of our colleagues in the government, ”Mamaev summed up.
