The “Orsk maniac” has not yet been caught about whether the “phenomenon of Chikatilo” is still not caught, because of which the maniac managed to hide for a long time, in an interview with RIA Novosti Darina Khanna, the head of the main criminalism department of the criminal center of the Investigative Committee of Russia, SKR SIGMUND Lozhis, told.
Tell us what results you managed to achieve the investigation over the past year? We studied about one thousand materials of procedural inspections and more than two thousand criminal cases, both in production and suspended at different times, according to statements about the unknown disappearance of citizens, on the facts of murders, detecting corpses without external signs of death and crimes related to the encroachment on sexual integrity, including minors.
Based on the results of the study, more recommendations on the direction of investigations are given. Our psychologists conducted various measures to activate memory, including 76 conversations with minors. The day of an employee of the investigation of Russia is known that the Investigative Committee pays special attention to crimes of past years. How many criminal cases, crimes of past years were able to disclose?
After the creation of the department, the process of disclosing crimes of past years acquired completely new organizational forms. One of the measures to strengthen this work was the creation of analytical groups acting on an ongoing basis from among the most experienced investigators and forensics. The results of their work in conjunction with modern scientific achievements and the equipment of the expert and forensic units of the IC of Russia allow us to realize the principle of inevitability of punishment even after decades.
Over the years, over 85 thousand crimes committed in past years have been disclosed, of which more than 8.5 thousand murders, 4.5 thousand serious harm to health that caused the death of the victims, 8.5 thousand crimes against sexual integrity. For example, after more than 15 years, the murder of a minor girl committed in the year was revealed in the Kostroma region.
On her body were multiple stab wounds and traces of rape. In the year, according to the established genotype, we found out that the previously convicted local resident Sergey Smirnov was involved in the crime. During the interrogation, he explained that he had quarreled with a previously unfamiliar girl, as a result of which he attacked her with a knife.
He testified about the circumstances of the crime, but pleaded guilty only to the murder. But despite this, Smirnov’s fault in the rape of a girl is confirmed by the conclusion of a molecular genetic forensic examination. As a result, the court found Smirnov guilty of both crimes and sentenced him to a long deprivation of liberty. If you return to statistics, then over the past five years with the direct participation of forensics of the central apparatus of the IC of Russia, more serious and especially serious crimes have been disclosed, including those committed in past years.
We manage to achieve stably high rates. In March, they talked about the fact that it could be hidden in Moscow. It was also said that it was possible that the maniac has already died. What do you know about this fact? Is investigators the search for the "Orsk maniac"? Of course, this information is checked, but now there is no evidence of these information. It is important to note that Andreev has been in the federal and international wanted list since the year, and active measures are being held to establish his location.
The Investigative Committee established its genetic code, which is entered into the federal database of genomic information. It is checked on an ongoing basis. Currently, Andreev’s involvement in the crimes committed after his wanted list is not. And what is important to consider when investigating these cases? The criminals are diligently conspiracy, often attack precisely in low -powered places in the dark.
It also happens that episodes of attacks are stretched over time, can be performed in different areas or cities.Under such circumstances, the thoroughness of the collection and fixation of evidence immediately after the crime, which you have to collect literally grains, is of paramount importance. It is important to detect and remove the traces by which it will be possible to identify the personality of the criminal.
Of course, if they have, the work is greatly facilitated. But it is worth noting that it is modern forensic capabilities that allow you to find such traces and contribute to the disclosure of crimes, including the establishment of serial killers and rapists who committed them more than 20 years ago. I can’t reveal all the details, but the most important thing is analytical work.
In addition, depending on the circumstances of the crimes committed, the forensic portrait of the criminal is compiled, the most priority versions are put forward, categories of persons are determined whose involvement is checked in various ways, depending on the presence of the investigator of specific evidence, which, for example, can be traces of fingers or traces of DNA of the criminal.
Earlier, the IC of Russia talked about the development of an artificial intelligence program, which allows you to summarize and analyze the disparate data about persons, helping to determine serial crimes. Now the program uses a model database containing information about the handwriting of persons who have committed a total of more than serial crimes.
The results of this work are very in demand. In addition, an algorithm for constructing a portrait of a serial rapist was created on the basis of a number of signs that are established by the investigator at the beginning of the investigation. This system is based on artificial intelligence algorithms, namely neural networks, and allows with high accuracy to predict the distance from the crime scene to the place of residence of such a criminal, his age, the presence of a mental illness and criminal record, the family status, the fact of committing a crime using a car and without it, the presence of a connection between the criminal and the victims before the act.
It was they who caught the "Tulun" and "Angarsk" maniacs. Evaluate the effectiveness of this group, is it planned in the future to create similar groups to investigate serial crimes or are there now? So it was in the investigation of criminal cases against Popkov and against Shuvalov. The effectiveness of the SOG is very high, this is confirmed by the specific results of work on the disclosure of crimes.
After sending the case to the court, the work of the SOG, as a rule, is terminated, but it may continue in the framework of the allocated criminal cases, if there is information about the involvement of an already established attacker in other crimes. So, now the check of Popkov’s involvement in other similar crimes is ongoing and the GUK CC is also actively involved in this.
I would also like to note that an analytical group was created in the GUK KC in the GUK of the CC precisely to disclose especially serious crimes against the person with signs of seriality. The group includes employees with the summer experience of investigative and forensic work. During this time, with the participation of the group, 32 series of crimes about murders, rape and violent acts of a sexual nature were disclosed.
Among them are a series of murders of elderly women in the Moscow region, a series of women who were committed to the murders of women committed by hell in the city of Ivanovo. In addition, a person involved in the murders of 30 women committed in the territory of the Volga, Ural and Central Federal Districts was established. Modern possibilities of molecular genetic examination allow you to establish an individual DNA profile from biological traces, which is identical in all types of tissues and human secretions and does not change throughout life.
However, later studies did not find a direct statistical connection between this triad and crimes. But many serial killers, later studied by the FBI by America, had signs of this behavior in childhood. Of course, experts in the field of psychology, psychiatry and criminology always wanted to identify factors that unequivocally indicate a tendency to commit a crime to one or another person.
Various approaches to the definition of signs, including serial killers, were also developed. For example, after the McDonald Triad, a model of traumatic regulation was developed in psychology or a trauma control model Trauma-Control Model: traumatic events in childhood can negatively affect the perception of the world, as well as the development of self-perception. The bottom line is that fantasy and dreams become a refuge in which the social environment through rejection causes negative experiences, such as a feeling of isolation, despair and helplessness.
Such experience of dissociation, leaving reality, in combination, for example, with alcohol or drugs that fuele sexually sadistic fantasies, can lead to more cruel fantasies and result in criminal behavior.Of course, a number of serial killers had or have deviations in the psyche. But you need to understand that mental abnormalities, as well as the previously given McDonald triad, do not automatically entail criminal behavior.
Moreover, not all serial killers suffer from serious mental disorders or somehow show them in life. In everyday life, they are no different from other people, work, create families. They successfully hide their inclinations behind the so -called "mask of normality", and it is almost impossible to suspect a serial killer in them. So, for example, Mikhail Popkov, known as the "Angarsk maniac", killed more than 80 people in the Irkutsk region for a year.
He was married, from the middle of the X worked as an operational duty in the police.
And for the goodwill, colleagues called him "Misha-Licking", and everyone characterized him positively. However, during the forensic psychological and psychiatric examination, he was diagnosed with Homicidomania or an insurmountable attraction to the murder. If we are talking about the psychological characteristics of such criminals, then we can distinguish the originality of value orientations, which consists in ignoring norms in sexual relations and humanistic values.
At the same time, new crimes entail a transformation of motivational spheres - anomalies characteristic of people with pathology of attraction are formed. Often such people are selfish, empathy is alien to them. Studying serial crimes of different years, we were able to identify patterns in the behavior of criminals and form their forensic portraits. According to the characterization of the crime, it is possible to predict the age of the criminal, his professional and other social skills, the level of education, the distance from his place of residence to the crime scene, whether he had previously committed other crimes, whether he used the criminal, what type of transport, whether the psychiatrist should have, at what distance the body should be sought.
Of course, all such criminals have common features. So, it is quite obvious that a serial maniac can be outside the mental norm. Therefore, information about the generalized characteristics of such persons was sent by us to the Ministry of Health of the Russian Federation. In our opinion, the timely detection of deviations and the application of the necessary therapy to such persons is a very important task.
What drives them? If more thoroughly, this is the question of the personality of the criminal and the factors under the influence of which it has formed. Generally, two types of such factors can be distinguished. These are biological, for example, a genetic predisposition to the development of certain personality traits. A number of scientific studies confirmed by the likelihood of the influence of the transmitted diseases and injuries of individual areas of the brain on the nature or degree of emotional reactions of a person and, therefore, to its decisions and actions.
And social factors: the living and childhood conditions of a person, his moral education. After all, many maniacs begin criminal activities with less serious crimes. But now, law enforcement officers have means of identifying and investigating crimes that are not going in any comparison with the used, for example, 20 years ago, and this, of course, affects the level of disclosure of crimes.
Some approaches to the organization of work have changed. Therefore, now, in fact, many of the "potential maniacs" are isolated from society at an earlier stage. The world is changing, the methods of working with traces, the procedure for fixing, research and use in judicial and other law enforcement activities are changing. So, along with traditional means of detection, seizure and fixation of traces of crimes in modern forensics, it is already impossible to do without modern samples of special equipment.
Almost all of this technique is available in the arsenal of the forensic units of the IC of Russia and is successfully used in work.
